‘Low risk’ registered sex offender arrested after San Angelo child makes outcry of abuse

SAN ANGELO, TX  –  A San Angelo man, previously convicted for indecency with a child in 1995, has been arrested in connection to a recent child sex abuse case, according to court documents obtained Monday, May 16.

A child, 11, made an outcry of sexual abuse and named a San Angelo man.  The child stated the man had inappropriately touched them multiple times between Jan. 5, 2020 through Nov. 29, 2020, in San Angelo, according to the arrest affidavit.

During an interview with investigators, the man admitted to what the child reported, records state.

Deputies arrested Reymundo Luna, 61, on suspicion of continuous child sex abuse of a child younger than 14 years old.  He remained in Tom Green County Detention Center with no bond listed as of 4:45 p.m. Monday, according to online jail records.

Luna previously pleaded guilty to four counts of indecency with a 9-year-old child in Tom Green County in 1995, for which he received 10 years deferred adjudication, a type of probation that could have helped him avoid conviction if he followed the rules of the agreement.

That probation was revoked in 2005 due to unsupervised meetings with a child younger than 17, being within 1,000 feet of a place children congregated and not going to counseling.  He was then sentenced to 4 years in prison.

The Texas Public Sex Offender Registry listed Luna as “low risk. ”  This means he “pose(d) a low threat to the community in terms of engaging in further criminal sexual conduct,” according to nealdavislaw.com.

Young Navy sailor killed while protecting woman

MILWAUKEE, WI  –  Tragedy strikes on Mother’s Day.  A 19-year-old Navy sailor was killed in West Allis Sunday morning, May 8.  Phoenix Castanon is usually the first sibling to tell his mom “Happy Mother’s Day.”  This year he didn’t get a chance to call her.

He was shot to death near 84th and Rogers around 2:40 a.m.

“He had a heart of gold, he was a protector,” Tiata Nez-Dunklin said.  She is Castanon’s mother.

Protecting was what he was doing the night he was murdered.

West Allis police say Castanon was hanging out with a few friends.  One of the women was harassed by a man in a car while she was walking down 84th Street.  She was scared and ran to the car Castanon was sitting in at the time.  He got out and approached the man.  The two exchanged words.  The man pulled out a gun and shot Castanon.

“I’m proud of him, that’s how we raised him, defend the weak.  He’s my hero.”

Castanon is originally from Arizona.  He was stationed in Great Lakes, Illinois.  Castanon was at the end of his training to become a Gunner’s Mate.  That goal was ripped away.

‘I’m mad at the world for being the way it is,” Nez-Dunklin said.

OKLAHOMA CITY, OK  –  Oklahoma City police need help to identify a man seen on video punching a 13-year-old at Quail Springs Mall.

The incident happened back on April 9. Police said a 13-year-old saw a man with a dog and walked up to him to ask if he could pet the dog.

Greenville Man Found Guilty of Human Trafficking, Sentenced to Life in Prison

HUNT COUNTY, TX  –  After a 25 minute deliberation, a Hunt County jury found Jeffery Barrett guilty of a human trafficking case in Greenville.

On Tuesday, Texas Attorney General Ken Paxton announced the jury found Barrett guilty of abusing his three adopted children.

“It is heartbreaking to know this horrid abuse was happening in our state, and it is unfathomable that a person could be so heartless to abuse the foster care system and use children in need of a loving, safe home as slave labor,” said Paxton in a prepared statement.

According to investigators, Barrett subjected his adopted children to continuous abuse through isolation and coercion, making the children work at his puppy mill for years and not allowing them to attend school.

During the seizure, the puppies were taken under the care of the SPCA, and the children were removed from the home.

Barrett was sentenced to life in prison and a $10,000 fine, which is the maximum sentence for this offense.

This verdict comes after Barret’s wife, Barbara, was sentenced to 99 years for the continuous trafficking of children.

“There is no excuse for this evil behavior, and it will not be tolerated in our state,” Paxton said.

Is There No Justice For Abused, Trafficked Children Now

PHOENIX, AZ  –  A federal judge on Tuesday declared a mistrial in the case involving prostitution and money laundering charges against founders of the classified site Backpage.com, noting that none of the defendants have been charged with child sex trafficking, despite it being mentioned several times by prosecutors during the trial.

Judge Susan Brnovich for the U.S. District Court for the District of Arizona said that repeated references to child sex trafficking by both prosecutors and witnesses brought by the government “is something that I can’t overlook and will not overlook,” according to The Associated Press.

Brnovich had said before the start of the trial that while she would permit evidence indicating that individuals were trafficked on the website, prosecutors could not focus on specific details of alleged abuse.

“It seemed the government abused that leeway,” she said, adding that lingering on details of abuse brings a “whole new emotional response from people,” potentially impacting the integrity of the trial.

Former Backpage.com owners Michael Lacey and James Larkin, as well as four other company employees, have been accused by federal prosecutors of intentionally selling ads for sex on the website.

While prosecutors have said that many of the victims of the alleged sex trafficking were children, child sex trafficking is not among the charges facing the former employees.

All six of the defendants have pleaded not guilty to charges of facilitating prostitution, and four of them, including Lacey and Larkin, have also pleaded not guilty to money laundering.

Prosecutors have argued that Backpage generated roughly $500 million from the alleged prostitution scheme between the time it was first launched in 2004 and when it was shut down by the federal government in 2018, according to the AP.

Lacey and Larkin, who founded the Phoenix New Times and held ownerships in other weekly news outlets, have maintained that they did not allow ads for sex, and claimed that they attempted to use various tools to remove the allegedly unauthorized ads that appeared on their site.

The news agency reported that Brnovich has set a new trial date for Oct. 5.

In April 2018, Backpage pleaded guilty to human trafficking charges in Texas, and then-CEO Carl Ferrer pleaded guilty to money laundering charges in California.

Months later, Dan Hyer, the sales director for the website, pleaded guilty to conspiracy charges, admitting that he was involved in a scheme to give free advertising to sex workers in an attempt to keep them away from competitor platforms.
