Two charged with Child Abuse Friday

OMAHA, Neb. —Mary Frederickson, 25, and Courtney Washington, 28, were charged with two counts of child abuse.

Washington was also charged with sexual assault of a child.
Police brought an 8-year-old child to Children’s Hospital, malnourished and alarmingly underweight. The child weighed only about 25 pounds, about 50 pounds lighter than the child should be, according to medical experts.

A police report said her parents had “no known medical factors to explain” the weight loss, and that “failure to feed the child is the only explanation.” “As mandatory reporters, if we do have concerns about abuse or neglect, we have to report that to the authorities,” said Dr. Suzanne Hanley, medical director of the Children’s Hospital Children’s Advocacy Team.

Washington is now in Douglas County Corrections, charged in this case and in another investigation involving a 2-year-old boy. A second report said police observed bruises on the child and a black eye.

Frederickson faces two charges of child abuse causing serious injury in connection with the reportedly malnourished 8-year-old child.

Haney said the first thing doctors at Children’s Hospital do in every case of child abuse is run tests, determine the level of potential abuse and whether the effects will be long term. “Malnourishment is well-defined,” Haney said. “There’s mild, moderate and severe, and it depends on how far the child’s weight deviates from the expected norms.”

Haney couldn’t talk about the case specifically but said that when she hears about malnourishment, she worries that there may be more issues than hunger. “So then it’s going to be (possible) emotional and psychological neglect,” she said. “That does have a significant impact on children as they grow and develop.” Haney said malnourishment at a young age can hinder brain development. But said in the right hands, with the right care, a malnourished child can bounce back. “I always say kids need to do two things: They need to learn and need to grow. And they can’t do either one of them if they’re not being appropriately fed,” Haney said.

As for the sexual assault case, the Douglas County Attorney’s Office said it can’t give any details. Both Washington and Frederickson will be in court on Monday. Washington was also jailed in 2006 on a child abuse charge.

Former Utah teacher faces another rape charge as prosecutors find third victim

Brianne Land Altice, 35, is now charged with five counts of rape after a third victim described sexual encounters with the former teacher at Davis High School. She is already accused of raping two other young students in 2013.

Another teen has spoken out against an ex-Utah teacher accused of raping students at Davis High School.

Prosecutors discovered a third victim of Brianne Land Altice, the 35-year-old English teacher who allegedly seduced a 16 and 17-year-old boy for several months in 2013, landing her a fifth count of rape, according to the desert News.

Altice’s trial, initially set for September, had already been delayed due to a second victim who surfaced.

She was arrested by Layton police in October 2013 after a friend of the first victim reported his alleged sexual exploits that spanned half a year with Altice to authorities.

The victim claimed to have flirted with Altice while volunteering as a teacher’s assistant until she gave into sex, but he later felt guilty. Their encounters included the teacher’s home, a park and a church parking lot.

Her time with the 16-year-old victim overlapped encounters with a second victim that lasted from April to June 2013.

The third victim believes the rapes happened in either August or September, according to the Standard-Examiner.

Altice’s charges now include five counts of rape, two counts of forcible sodomy and three counts of forcible sexual abuse. Her next hearing for the latest charges is scheduled for Jan. 15.

ENGLEWOOD – Police are investigating an alarming case of child sex assault at a restaurant designed for kids.

Englewood police say a convicted child predator made a toddler perform sexual acts inside the Chuck E. Cheese’s off West Hampden Avenue. Robert Weber, 43, was arrested last month. He has a criminal history involving children. According to police, Weber went to the Englewood Chuck E. Cheese on Nov. 20 with his daughter and befriended a dad who was there with his 3-year old girl.

Detectives say Weber told the other dad he would watch the girls and took the 3-year-old to an elevated tube where he made her perform sex acts on him. The father did not know Weber was a registered sex offender who wasn’t allowed to be near children. Detectives say Weber violated protection orders by not only going to Chuck E. Cheese’s but by bringing his daughter, too.

He may never have been arrested if it wasn’t for a photo booth picture the two fathers and daughters took together. The victim’s dad showed police who later identified the convicted predator.

Investigators are looking into why Weber had his young daughter with him. They opened a case with human services to investigate Weber’s family. Police say they may have allowed him to be near children knowing he wasn’t supposed to be.

The prosecutor’s office says they take protection orders very seriously, and there are serious penalties for people who violate them. Weber has a conviction for sex assault on a child from more than a decade ago. Jefferson County also has a pending case for the same charge. Law enforcement officials asked 9NEWS not to use his pictures, saying he may be tied to additional cases.

Chuck E. Cheese’s has measures in place to protect children and customers. Matching hand stamps allow employees to know who customers come in and leave with.

Weber faces charges for sex assault on a child, violating his protective orders and for being an habitual offender.

Child abuse ‘predator’ gets 14 years in jail

A BANGOR man has been jailed for sexually abusing six children over a 17-year period.

Last Friday (28th) Alastair Carswell was sentenced to 14 years for what was described as ‘predator activity’ involving victims aged between seven and 16.

Carswell (48) is originally from Bangor, though court records currently give his address as HMP Maghaberry, and all of his victims were from the North Down area. He was sentenced to seven years in prison followed by seven years on licence for a total of 25 charges, including multiple indecent assaults, that took place between 1995 and 2012.

Friday’s Crown Court sitting in Belfast heard that three of the 48-year-old’s victims had endured long-term effects from ‘sustained periods of abuse’ suffered at Carswell’s hands. Three of the victims were targeted on a single occasion but the others, two boys and a girl, were abused over a prolonged period.

When Carswell was arrested and questioned about the abuse last year he denied his victims’ claims, branding them malicious. But during last week’s court sitting the judge described Carswell as ‘controlling and willing to exercise control over others’ and stated some of the offending had a ‘pre-meditated nature’.

A defense lawyer told the court that Carswell intends to comply with probation after his release from prison, and that the 48 year old wants to try to get back some semblance of his life.

Teen posing as 12-year-old faces child porn charge

Hurst police arrested a 17-year-old posing as a 12-year-old in an HEB ISD school for possession of child pornography.  A second man, 28, who posed as the father was also arrested on charges of possession with intent to Promote Child Pornography and Sale/Display of Harmful Material.

Police said Ricardo Javid Lugo, 17, had been enrolled at Hurst Hills Elementary School in Hurst as a 12-year-old using fake documents. Lugo enrolled in Aug. 2014 and Randy Ray Wesson, 28, posed as Lugo’s father. The two schemed to recruit potential victims from the school for both of them.

According to an arrest affidavit, Lugo and Wesson met on Instagram in late 2013 and early 2014. Wesson told investigators Lugo was unhappy at home in Juarez. Mexico and he was 12-years-old. In either late February or early March, Wesson drove to El Paso and watched Lugo walk across the border and came back to Fort Worth with Wesson.  Wesson told investigators he and Lugo have had a sexual relationship since that time.

District officials said in a release: “There was no indication that the student’s records were forged or that the student was too old to attend elementary school. The student’s behavior at school also did not raise any concerns.”

Acting on a tip from The National Center for Missing and Exploited Children, police searched Wesson’s Fort Worth home and found more than 42,000 images of child pornography on computers, thumb drives and his phone. Investigators also found images of Hurst Hills students on Lugo’s phone.

Wesson faces a $3 million bond. Lugo’s bond is set at $250,000.
Detectives have reason to believe there are additional victims who haven’t been identified.

District officials said they personally contacted parents of sixth grade students on Wednesday to inform them of the news. A letter is being sent home with all Hurst Hills students.
