NY DOE Official Arrested For Child CyberCrime

Facilitating Child Sex Abuse

A high-ranking official in New York City’s Department of Education was arrested on Sunday in Wisconsin and accused of using a computer to facilitate a child sex crime, according to police officials there.

David A. Hay, the deputy chief of staff to schools chancellor Richard A. Carranza, was taken into custody at an airport in Milwaukee following an ongoing undercover investigation, said Officer Stuart Zuehls, a spokesman for the Neenah, Wis., police department.

Authorities in Wisconsin notified New York City officials hours after the arrest.

The Department of Education said it fired Mr. Hay after the arrest.

“These allegations are incredibly disturbing and absolutely unacceptable,” Miranda Barbot, a spokeswoman for the department, said in a statement.  “We took immediate action removing Mr. Hay from payroll and are terminating him.  We referred this to the Special Commissioner of Investigation and we will fully comply with any investigation.”

Mr. Hay, 39, did not regularly interact with students as part of his job, which was based at department headquarters in downtown Manhattan.  Before moving to New York, however, Mr. Hay was a school principal in two Wisconsin school districts.

Officer Zuehls declined to offer more information about the charges or why Mr. Hay was arrested at an airport.

Under Wisconsin state law, someone who is accused of using a computer to facilitate a child sex crime is defined as a person who “uses a computerized communication system to communicate with an individual who the actor believes or has reason to believe has not attained the age of 16 years with intent to have sexual contact or sexual intercourse with the individual.”

It is not yet clear when the investigation into Mr. Hay was launched, or whether Mr. Hay has obtained a lawyer.

The investigation was conducted by the Neenah police department, with help from the Milwaukee County Sheriff’s Department, though it is not yet clear what precise role the Milwaukee police played.

The investigation is ongoing, and there is no information yet about when Mr. Hay will be arraigned.

Mr. Hay grew up in the small town of Antigo, Wis., about three hours from Milwaukee, according to a 2017 interview.

Mr. Hay has served under both of Mayor Bill de Blasio’s schools chancellors: Mr. Carranza, who was appointed in the spring of 2018, and former chancellor Carmen Fariña.

He rose quickly in the Department of Education after joining in May 2016, first serving as a special assistant to Ms. Fariña while he was still a student at the Harvard Graduate School of Education, then helping oversee major programs — including the Renewal School initiative to help struggling schools — before being promoted to a deputy chief of staff last October, according to his page on LinkedIn.

He maintains an active Twitter account where he promotes Department of Education events and positive news stories about the department.

He spoke about his work at the Department of Education in a 2017 news item for the Harvard Graduate School of Education School’s website.

“To jump to the largest school system on the planet is incredible,” he said.  “It’s humbling, challenging, and really promising.”

Spanish police say 33 people have been arrested globally in connection with a WhatsApp group for images of child sex abuse and other violent content.

The many “extreme” images shared in the group had been “normalised by most of its members”, the force said.

Arrests were made in 11 different countries across three continents, but the majority – 17 – were in Spain.

Many of those arrested or being investigated in Spain are themselves under 18, including a 15-year-old boy.

In Uruguay, police arrested two people – one of whom was a mother who abused her daughter and sent images of this to the group.

In another case, a 29-year-old man was arrested for not only downloading the images, but also encouraging other group members to make contact with young girls – particularly migrants who would be unlikely to go to the police.

How were they tracked down?

Spain’s National Police began investigating the group more than two years ago, after receiving an email with a tip-off.

They then enlisted the help of Europol, Interpol, and the police in Ecuador and Costa Rica.

As well as Spain and Uruguay, arrests were made in the UK, Ecuador, Costa Rica, Peru, India, Italy, France, Pakistan and Syria.

What did the group share?

In a statement, the police said the group shared “paedophilic content, sometimes of extreme severity, together with other content that was legal but was not suitable for minors because of their extreme nature”.

Some group members had even created “stickers” – small digital images that are easily shared, similar to emojis – of children being abused.

The police also said all of those arrested in Spain were men or boys, and that they come from a mix of social and cultural backgrounds.

One of these men had fled his home in Italy when a search was carried out.  He went to a relative’s home in Salamanca, unaware that it was Spain’s National Police who had ordered his arrest.

The operation will now focus on identifying the children being abused in the images.

KITSAP COUNTY, WA  –  Nineteen dangerous sexual predators who targeted children in Kitsap County were removed from the streets, thanks to a multi-day operation run by the Washington State Patrol (WSP) and several partner agencies.

Dubbed “Operation Net Nanny,” this is the 16th operation spearheaded by the WSP’s Missing and Exploited Children Task Force (MECTF), an Internet Crimes Against Children affiliate.  Since the original operation in August 2015, MECTF has netted a total of 271 arrests and rescued more than 31 children across the state.

The funding for this operation was made possible due in part by support from the public as well as a generous donation from Operation Underground Railroad (O.U.R.).  O.U.R. is a non-profit 501(c)(3) who shares the mission of law enforcement agencies to save children and see that child predators are arrested and prosecuted. O.U.R. is privileged and honored to partner with our nation’s law enforcement heroes in this important cause to combat the sexual exploitation of children in our nation’s communities.

MECTF’s primary mission is to proactively target those persons involved in child abuse and child exploitation via the internet.  “This operation is aimed at protecting our vulnerable children.  We will not rest in our efforts to make Washington communities safer and appreciate our partners in this important work” says WSP Chief John R. Batiste.

From July 25, 2019 to July 29, 2019, undercover law enforcement officers used various websites on the internet and phone applications to communicate with people interested in having sex with children.  The operation generated hundreds of responses.  The would-be perpetrators who were arrested during the operation traveled to meet with the undercover detectives posing as underage girls and boys with the intent to engage in sexual activity with children as young as six years old.

Primary crimes investigated are:

  • RCW 9A.44.073 – Rape of a child in the first degree – attempt
  • RCW 9A.44.076 – Rape of a child in the second degree – attempt
  • RCW 9.68A.100 – Commercial sexual abuse of a minor
  • RCW 9.68A.090 – Communication with a minor for immoral purposes

“The number of arrests made during this operation is extremely disappointing,” said Bremerton Police Department Chief Jim Burchett.  “I hope that someday we conduct an operation like this and no one responds.  Until that time, we will continue taking proactive steps to keep our kids safe, including partnering with the Washington State Patrol Missing and Exploited Children Task Force in the outstanding work they do in protecting children from predators.”

Thurston County, WA  –  22 dangerous sexual predators who targeted children in Thurston County were removed from the streets, thanks to a multi-day operation run by the Washington State Patrol (WSP) and several partner agencies.

“This operation is aimed at protecting our vulnerable children and making communities safer,” adds Chief Batiste.

PROVIDENCE, RI  –  Rhode Island enacted a law which prohibits parents from seeking psychological help for their gender dysphoric children.

Last year, the State of Rhode Island made it illegal for a licensed medical professional to counsel a child away from the desire to change his/her gender identity, yet it remains legal to inject that same child with hormone blockers and cross-sex hormones.

College of Pediatricians Calls Transgender Ideology ‘Child Abuse’

The American College of Pediatricians warns educators and legislators that “a life of chemical and surgical impersonation of the opposite sex” is dangerous for children.

In a strongly worded statement issued today, the professional association of pediatricians says “a person’s belief that he or she is something they are not is, at best, a sign of confused thinking.”  It describes such thinking as problem that exists in the mind and not the body and “it should be treated as such.”
